As you mentioned with general category and 520 marks, your chances of getting a decent government college in your state through state quota(85%) are negligible as previous year last admission was at 525 marks in Patna Dental College & Hospital, Patna.
However you might get some good private medical college in your state through state quota.
As the admission to medical colleges based on NEET is given unsed All India Quota(15%) and state quota(85%).
However cutoffs change every year depending upon level of toughness of exam. So hope for the best and follow the counselling process.

Acc to previous years cut off analysis which is subjective as cut off ranks change every year depending upon a no of factors such as no of applicants , level of difficulty of neet that year so nothing can be predicted with 100% sureity, last year cut off rank for general category was11253 against 533 marks, and no of govt seats is around 728 so if we do comparative analysis you might not have a chance or have less chances to get admission.
