As per past year trends you can get NITs upto 2000 rank in general category and SPAs for 3000 rank in general list

 So it seems you have low chances for getting any of these colleges.  You can look for other colleges in your location accepting jee mains

according to your rank and sc caste category yes you are elligible to get into the government colleges but the chances are very odd,so you may  have to consider to go with private colleges also so that you may get seat in any of the either colleges.
