You can get invovled in both counselling if you want but if you focus on the facts, You are not likely to get MBBS seat in govt. college at this rank under all india counselling. So if want to save you counselling charges of AIQ you can skip

Hope you are doing well. Yes, you may get a better college for this rank if you belong to the categories other than GM category and also for some branches like Civil Engineering or Chemical Engineering. But getting a CSE or ECE in good colleges with this rank
