Hi Sudeep,
Hope you are doing well. Yes, you may get a better college for this rank if you belong to the categories other than GM category and also for some branches like Civil Engineering or Chemical Engineering. But getting a CSE or ECE in good colleges with this rank is not possible. You can get a seat in good or average colleges but not in top colleges. I hope you got the point after reading this answer.
