As per the previous year cutoff trends, the cutoff rank for an OBC candidate was 707 in 2018 for regular seats in the Maths group. In 2017, the cutoff rank was 850 for the same.

1.The seats reserved for respective category are vacant(SC category seats for you).
2. Candidates have not accepted a seat in the preparatory course earlier.

Sorry to say that, you may not get government medical college through all india quota but can surely get through state quota.
As per your profile, you belong to Assam and the last year's cut off(SC) for Assam medical college was AIR 99506 with NEET marks 373, Silchar

Admission to IIT's are done on the basis of JEE advanced marks and in NIT's are done on the basis of JEE main marks. Also admission to this colleges depends on various factors such as category, home state quota, branch, number of students applied, number of seats, etc.

Unfortunately, your chances are slightly bleak (less)of getting a medical seat in haryana's government medical college. As approx, cutoff ranges till 480 max for general category in last years and as you told, you have secured 429 marks in NEET 2019.
