Yes you can get admission into any state while belonging to other state. Every state have 15% seats reserved for other state students however it's cutoffs are slightly higher than that of state level seats. If you belong to general category then you can only get private colleges with these

You have to arrange them in order. If you are really confused about all three of them, then i would suggest you to go as per the NIRF rankings. Along with it, consider which place would be more reachable for you and many such things.

I assume that you belong to Andhra Pradesh. First of all on scoring 515 marks in such a competitive exam like neet. Considering your score and your category you have fairly strong chances of getting a government seat in state quota. Now the cutoff varies for different colleges.

According to all the previous years cutoffs, it is highly unlikely you will be able to get even a paid seat in BHU. With a rank of 5,066 in general, the cutoffs last year was 151 for general. This year's cutoff will be declared soon by the university.
