I suppose that an obc ncl rank of 6040, is a bit too much to get admitted to any IIT. However you can give a try for other colleges which gives admission on the basis of JEE advance scores. These colleges are good enough and most importantly are central lukl

As far as rules are concerned, you are having the domicile of Haryana because of which you are not allowed to sit for counselling for government seats in state of Karnataka.
But you are eligible to take admission in private medical College seats of Karnataka.

so as per the records of the previous year analysis you can get the seat in the vertinary course
from your state

Hope you are doing good. I am sorry but your rank is really low to get some NITs or GFTIs,adding general category to it makes it even competitive. I know that you would be hurt with this but please do not lose hope.
