        It is quite difficult to get a seat in IIT through your rank. You may try for lower IITs for core branches and top IITs for lower branches and courses. It is much easier to get a seat if you have a female quota. Hope this helps. All

Your rank is enough to get nlu if you have reserved  category. you can refer this article https://law.careers360.com/articles/clat-cutoff for the cut off for past years for obc category. however if you belong to reserved category, you can go for ip colleges like main campus of ip or vips,etc.

If i am not misinterpreting your question then you mean to ask after online form filling and institute allocation whether or not seat is fixed or not, then yes after you are allocated a certain institute , your seat will be locked only if you report to
