See the state rank can not be assumed like this. State rank depends on the number of students qualified from a particular state and also the number of students who participate in the state seat counselling.

The ranking you have mentioned is simply not enough to get you into veterinary colleges. You would require atleast a ranking within 8k or so. With reservations, one should have ranking within 10k. These were the last year trends. I suppose you should try any other courses and

Being an outside delhi candidate you may only get private college with your rank and that too with some average branch. Even home state candidates have to struggle when they get 24k rank. If you are ok with any tier 3 private college then it's okay.

To be very honest, it isn't possible. That too keeping in mind that the cutoff is expected to rise this year with increased number of candidates and paper being easy. 

So even private colleges are tough at this marks. You can try for deemed universities if possible if u can
