As you have mentioned that your jee mains ranks is 30224 which indeed is not that bad and you too fall under obc category and hold the Domicile of Andhra pradesh... So, if we over the whole scenario, then you have decent chances to get a seat in any

1. 50 percentile is the cut-off for general category. Percentile means if 100 people write the exam the top 50 are considered to have qualified. So even if the score is like 10 marks for the 50 th ranked person they are considered to have qualified.
2. For AIQ seats the cut-offs

Yes you can get admission through HSTES as long as you fulfill the following criterion. 

• Should have completed 10+2 from a recognized board/university
• Studied maths, physics along with chemistry /biotechnology /biology 
• Should have got atleast 45%marks in above mentioned subjects. In case of SC 42.75% is enough and also there

According to me avi you will not get admission in government medical colleges easily but attend councilling section because as your category you may be get any government medical  seat through state quota and you definitely get private colleges if you want.
