Well for the ESIC quota to be applicable, a student has to be a IP ward student. If you are a IP ward student then ESIc category will be eligible for you.
Generally the cut off is low but still the marks you scored is way too less

Hello. It depends oon your category actually. If you are feom UR you wont get a govt college however you can try for private colleges though the chances are slim. If you take my advice I d tell you to try for foreign medical exams specially the ones in Germany

Well as per last year statistics the closing rank for general category students in government medical colleges was around AIR 15000 and this year a change of 1k-2k can be expected but not more than that.
I would recommend you to stick till the end of the counseling
493 was the least cutoff in Telangana state last year equivalent to an AIQ rank of 24025. Don't compare with the marks since the competition and cutoffs have increased heavily this year. Your rank seems away From it. I won't demotivate you, things look difficult for you anyways your state
