So with regard to your query, JEE Mains exam is conducted by the National Testing Agency, and for the purpose of giving the exam, there are certain eligibility criteria for the purpose of this,
Initially, the eligibility was to complete the 12th standard with minimum of 75% of the marks, however this was changed by the officials and had mentioned, that those students who had qualified and are going to appear for the 12th standard exams are also eligible for the exam.
Further the intermediate marks are not considered for the purpose of getting seat in NITs, but you need to score more in the JEE Mains exam, so that scoring between 89 to 99 percentile will definitely land you in a best NIT.

Hope you are doing well ! Sorry to say but you scored really low marks . I am not demotivating you ,i know you will bounce back in second attempt . I have a suggestion for you , don't focus on this percentile ,forget it as soon as possible and give your best in second one . You can definitely improve a lot . Otherwise you have to take private colleges only . No good Government College will give you any seat .

See on such percentile and category you have almost no chances to get any of the NITs even in CSAB rounds but you can have some other colleges based on your JEE-Main rank.

Chances for getting admission in NIT and IIT for above percentile is low. According to previous year trends, candidate securing above 97% have only the chance for getting admission in nit and iit. But there are many central and private colleges which offer admission based on jee rank like Amritha engineering college etc. You will get admission in any of them. This varies every year depending upon many factors like difficulty level of questions, no of students appear for the exam, no of students want to get the the same branch.
