Yes you are eligible to give NEET exam as it's eligibility criteria says that for General category candidates, it is mandatory to score 50% marks in 12th grade, whereas SC/ST/OBC category candidates must score 40% marks to become eligible for NEET .

You can give JEE for 3years in a row. But you cannot try after that. Total of six times you can appear for JEE. Two attempts per year and three consecutive years you can take JEE. If you haven't taken JEE for three consecutive years then you are eligible
