Every state has its unique process of registration into the bar council. Once the registration is completed the candidate has to clear the All India Bar Examination (AIBE). The exam is conducted by the Bar Council of India, and the candidate gets the certificate of practice upon clearing the exam. The test is conducted to assesses the basic analytical capabilities and knowledge of the law.
A person shall be qualified to be enrolled as an advocate if he fulfills the following conditions:
(a) He is a citizen of India. Provided that a national of any other country can also practice only if Indians are allowed to practice in that other country;
(b) He has attained the age of 21 years;
(c) He has completed his bachelors in law;
(d) He has paid the required stamp duty, which is chargeable under the Indian Stamp Act, 1899 and an enrolment fee payable to the State Bar Council. He has to pay six hundred rupees to The State Bar Council and one hundred and fifty rupees to the Bar Council of India. If such person is a Schedule Caste or Schedule Tribe then he has to pay one hundred rupees to the State Bar Council and twenty-five rupees to the Bar Council of India.
Once an advocate passes the Bar examination, he/she receives a Certificate of Practice

Yes you are eligible to give NEET exam as it's eligibility criteria says that for General category candidates, it is mandatory to score 50% marks in 12th grade, whereas SC/ST/OBC category candidates must score 40% marks to become eligible for NEET .

You can give JEE for 3years in a row. But you cannot try after that. Total of six times you can appear for JEE. Two attempts per year and three consecutive years you can take JEE. If you haven't taken JEE for three consecutive years then you are eligible to take JEE this year.

As I can see you can to change the track from Mechanical Engineering to BCA and after 10th yo u have enrolled for diploma . Sorry to say but unfortunately you cannt change your background from Diploma in Mechanical Engineering to BCA, because for taking admission in BCA you need to be eligible. For taking admission in BCA you need to completed 10+2 in any stream from any recognized board, that is the basic eligibility criteria, it varies according to the colleges.

According to your question and taking into consideration that you want to know whether you can give jee mains in 2021 and considering you have given improvement exam in 2019 and so your final marks is this.
Your final marksheet is the 2019 one.Forget about what you got in 2018 and coming to your second part of question jee mains can be given only 3 times consecutively.
So you cannot give jee mains in 2021 as you have appeared for class 12th in 2018.
