Yes, you are eligible to give UCEED 2021. Tere is an eligibility criteria for it. The eligibility criteria is:

1. Students should pass 12th or hsc or any other recognised board examination in the year 2020.

So, it does not mattter even if you fail in 2019 year.

BITSAT is one of the most reputed national level exam and is held almost every year.
Now, as in jee advanced you can only give the maximum attempts of two times.
