You can fill your forms for University of Delhi once your results are out. The application for Delhi University generally starts once the results for all the borads are out. You can apply for the same from their official website i.e. du.ac.in and then can wait for the cutoffs

As per my knowledge It is not possible. After completing 1st year B. Sc CS  in any college you can’t transfer into 2nd year in any other college. But as you know every college has different rule so if both the colleges are affiliated with the same university

It is not possible to do BSc Computer Science after doing BSc first year . Although BSc first year almost all the subjects materials are sameyet you have to start over again.
