Your percentile is very low so will not get pec Chandigarh with 79 percentile pec Chandigarh cutoffs are always greater than the actual JEE main cutoff which for this year is 89 and you have low percentile so please look for some private colleges like KIIT ect they

As you have stated, if the above rank is your General Category AIR then this rank is not at all enough to get you admission to any good college for BTech.

At this rank, you would hardly, better to say you have almost no chances of getting Aeronautical

If you are interested in Aeronautical Engineering you have to study Class 12 with PCM that is Physics, Chemistry, Mathematics as mandatory. After this you can write the entrance examination mainly JEE Mains and JEE Advanced. This is because Aeronautical Engineering classes are based on Class 12 basics and

To be honest your percentile in JEE Main 2019 is not very high and also keeping in mind your choice of branch, it is difficult to find colleges that you can apply in. You can try for Punjab Engineering College or Rajasthan Technical Institute or a few more.
