As you have stated, if the above rank is your General Category AIR then this rank is not at all enough to get you admission to any good college for BTech.
At this rank, you would hardly, better to say you have almost no chances of getting Aeronautical Engineering in any good College.
And if this is your General rank and you belong to any reserved category, you might have chances to get a good college because Aeronautical Engineering is not a easy branch.
