I think you want to said in 2021 you will be passed out in school. But your question is not clear. So i just assum your question and give some advise. Look it's totally your choice which department you will be choose for your future.
BSC agriculture and Law both are different stream. You can't compare this. One is related to botany, fertilization and another one is totally depend on law's.
Both stream is very good but take your decision and choose your path.

Securing such a huge rank in AP EAMCET 2020 in BiPC stream, there's no possibility of getting a seat in the government college. Also, there is no chance of getting a seat in B.SC Agriculture. The last year cutoff trend as per your category in agriculture went from 7311 to 9469. In that case, you did not even manage to secure in the minimum qualifying cutoff range. The basic eligibility criteria for pursuing B.Sc in Agriculture is that the candidate should have passed 10+2 examination from a recognized institution with minimum 50% marks or equivalent. Subjects required are Physics, Chemistry and Mathematics or Biology ( Science subjects ).

Getting an agriculture degree from ICAR recognized university definitely holds a good value and standard, so an ICAR certificate may give a little higher weightage while applying for jobs but that does not mean , a BSc agri degree from other institutes are invalid. If your institute or college is UGC approved , you have nothing to worry . You can apply for both private and government jobs with degree from a non icar university too. What matters is your knowledge and skills ,maintain a good grade or merit to attract good opportunities. However, try your maximum to get into an ICAR institute as the quality of education will be better than the rest.
