AIBE is an Entrance exam conducted at National level by the Bar Council of India.The exam aims to test the ability of advocates to practice law as a profession in India. In 2015 you registered but didn't appear for AIBE Exam then you need to apply again for AIBE Exam.

As Candidate has to be enrolled with respective state bar council to appear for the AIBE and you are still going to appear it means you are not enrolled with state bar council. so right now you are not eligible for BCI Exam.
