Yes you can participate in the State counseling without participating in the All india counseling because the registration for both the counsellings are done differently.
In all India quota counselling you have to choose the medical colleges in whole india but in state quota counselling you have to choose and fill from state medical colleges.

Getting BDS college at this marks is quite tough in AIQ counseling in your category.
BDS was allotted upto Air 25897 (588+ marks approx ) in AIQ counseling for EWS category.
Although you have chance of getting govt BAMS college in all india ayush counseling.
As BAMS Cut off for EWS category in AIQ counseling was 539 marks. So for BAMS college you might try. If you didn't get govt then semi govt ayurvedic College you might get.
you may also try for BVSC in AIQ you might get that. You have sure chance if getting BHMS govt college at your expected marks.

There are almost no chance you to get mbbs govt. College at your expected marks.
Last year cut off for EWS category was Air 16994 & 606 marks. In 15% AIQ counselling cut off for EWS category was AIR 15004.
Also if we see previous trends also cut off doesn't go this much low for MBBS/BDS govt collage.

Yes of course one can participate in both All India Quota Counselling and State Quota Counselling as both the dates never clash with each other .
It is done so that the students who is getting top colleges through any of the Counselling can take part in the Counselling process.
There are three Rounds in NEET UG Counselling which are as follows :
First Round Counselling
Second Round Counselling
Mop Up Round Counselling
The State Quota Counselling and All India Counselling process happen in following way :
First the students have to register for All India Counselling which is done by Medical Counselling Committee . After first Round of All India Quota Counselling the Round first for State Quota Counselling starts and after that 2nd Round for All India and then State Quota Counselling for second Round Counselling process starts and same way the Mop Up Round Counselling.

Fmg student is allowed for all India quota PG counselling in India. But in condition they have to appear for entrance or screening test that is called FMGE. But most of the states do not allow fmge scoring candidate for PG Medical education in that state. Only few of the states like of Chhattisgarh allow fmge scoring candidate to take admission in PG Medical admission counselling in that state in condition they have the domicile status of that state.
