In case a candidate is applying for both AIQ and Deemed University, only the higher fee will be payable, that is, Rs 5,000 (counselling/registration) plus Rs 2,00,000 (security amount).
Counselling/Registration fee is non-refundable while security fee is refundable.

Since you have got a great rank, you can get admission to both colleges. However, PGIMS is a better option any day. It has a NIRF ranking of 2, just after AIIMS Delhi. Though GMC Patiala is also good, PGIMS is top-notch with an extremely dedicated faculty, hospital patient flow and overall academics. Hence, I suggest you prefer PGI Rohtak over GMC, Patiala. Rest is your decision.

since you have not clarified which college you are talking about , i will tell you in a general prerspective.
In Bihar , OBC is divided in further 2 categories namely BC and EBC
the cutoff for BC AND EBC in neet 2020 was as follows:
BC category air 18240 in J.K.T.M.C.& H. Madhepura
EBC category air 26605 in J.K.T.M.C.& H. Madhepura
with the addition of ESIC medical college in bihar the cutofff may come down a bit
but it seems difficult that you will get any government college through SQ OR AIQ
you can try for private/deemed medical colleges.

According to previous year data for All India Quota, AIQ Counseling last candidate to get MBBS seat in Government Medical College was in Govt. Sivgangai M. C. Sivagangai and had All India Rank 80,389.
----- So with her marks, she wouldn't be able to get Government Medical College through All India Quota.
------- Though she has a very high chance of getting BDS seat in IMS BHU Dental, Varanasi as according to last year data, last candidate from SC category to get Dental seat in IMS- BHU had rank 1,58,753.
------ Also if you go for state counseling for Uttar Pradesh, even then she has a very low chance of getting MBBS seat in Government Medical College as according to previous year data last candidate from SC category to get MBBS seat in GMC was in Autonomous State Medical College and Associated Teaching Hospital, Bahraich with All India Rank 124567 and marks 4 57.
