You can go for Management Quota where it is possible that you will get a seat depending upon the rank you have got in NEET. Sorry to say but it's like impossible to get a government seat under All India Counseling at this rank. You have not even mentioned your category but I don't think even your category will fetch you a seat under All India Counseling.
If you have a state domicile they might be a possibility but that also can't be said with surety as it will completely depend on the state you belong as well as the seats in your state.

Can I sit for All India Counselling round 2 without sitting for All India Counselling round 1?

If your query is regarding NEET 15% AIQ counselling candidates who have not registered for round 1 of counselling are not eligible to participate in round 2 of counselling. So you need to register for round 1 of counselling if you want to participate in NEET 15% AIQ counselling further want to participate in round 2 of counselling. If not you are not eligible.

Last year the cut off for government seats through 15% All India Quota was 10013 rank for general category. So based on this, it is difficult for you to get a government medical seat through All India 15% Counselling. However, you can get a management quota seat in Deemed Universities.
While through 85% State Quota in West Bengal you can get state quota seats in the following colleges -
- Jagganath Gupta Institute of Medical Sciences ( last year cut off was 44021 )
- IQ City Medical College ( last year cut off was 42524 )
- Icare Institute of Medical Sciences and Research ( last year cut off was 44706 )

Being a general category student can I get a good college in all India counselling with 598 marks in my neet exam?
According to past year analysis score of 600 is taken to be a safe score. You didn't met it but you are just a breath away. Don't get disheartened. We all know that a difference of 1 marks makes a huge difference in rank. But all this are predictions which are obviously studied by experts but also there is a magic moment where ever the logic gets muffled. So don't be disheartened and wait for the counselling.

what will be the probable rank cutt off for KGMC LUCKNOW through all india counselling for UR in NEET 2020 ? and if we translate that into marks what will be the probable range ?

NEET 2020 cut off for King George Medical University, Lucknow will be declared after the counselling. Cut off depends on various factors like number of candidates applied, number of seats available in KGMU, performance of candidates etc. So it is difficult to predict the cut off now. In 2019 AIQ cut off for general category was 613 marks and 893 rank. According to this, you need to score 613 or above as cut off may increase or decrease based on the above mentioned factors.

Always mention your category and state quota name when you write query related to NEET.
As your profile suggest your are from Rajasthan so hope this is your domicile state and you belong to Gen category.
Rajasthan State quota counseling cut off marks for Gen category was 631 marks in first round but is decreased sharply and 610 marks was cut off marks in second round counseling of NEET 2021. Now if we talk about neet 2020 then cut off marks was 617 marks for Gen category upto second round of counseling.
AIl india quota counseling cut off marks for Gen category in neet 2021 was almost around 600+ marks.
So if we compare your marks to both state quota counseling cut off marks and AIQ cut off marks then you are almost 40-50 marks behind,so it will be hard for you to get govt MBBS college in rajasthan or other states through AIQ.
At your expected marks you will be able to get only private MBBS college.
You will also get govt BAMS or BHMS college at your expected marks and sometimes you might get BDS also in stray vaccancy round in AIQ counseling.
