The cut off percentile eligible for mock round for SC category is:  92.162

So according to your percentile you are not eligible for mock round and for counseling.

As for JIPMER, the chances are very high as per 2018's cut off rank details, the opening and closing rank was 13 - 51 for Puducherry and 64 - 240 for Karaikal campuses.

As for AIIMS, here also the chances can be good if your AIR is good

     Congratulations on your AIIMS rank. According to previous year counselling, you have very fewer chances to get into AIIMS New Delhi, AIIMS Jodhpur. But you can very well try for AIIMS Bhopal, AIIMS Patna,  AIIMS Rishikesh, AIIMS Raipur, AIIMS Nagpur, AIIMS Bhubaneshwar and many of the lower AIIMS.

But the question is whether i am able to take admission through hindi level caste certificate (signed by block as well as sdo) in aiims
