Hello Dungar Singh,
You can get admission in only private college based on your marks in 10+2 level.
There will be no role of your JEE Mains Score card.
If you want government college then you have to appear in JEE Mains.

The qualifying percentile was declared by AIIMS prior to the exams, cut-off percentile has been obtained based on the list of candidates eligible for the first round of counselling.

Yes. This is true, if you are alloted seat, you cann't get . But if you resign the seat within stipulated period, you might get seat.
