You can avail the fee reimbursement which is provided by the state govt of andhra pradesh even though you are not a local resident. If you had qualified ,eligible for fee reimbursement and wish to join a college through convenor quota then you can surely get reimbursed.

Local+category position is nothing but local+category combined rank. There are students who appeared in AP EAMCET belonging to your category and for example if your region is AU and you belong to some 'A' category then your rank in under AU region and Category A is 5164. Similarly candidates

Local rank and category are for  your seat allotment in a college when other state students are competing with you  then you will have preference because you are a local student .
