Hello aspirant , yes you can get admitted there. For OC cutoff is around 5000 rank, for OC A it goes around 7000 to 80000 but for for BCB it would go around 10000 to 12000 . You have high chances of getting CSE in GVPCE .

The first round of the counseling is done before the second round of the counseling. So if you do not report for the first round of the counseling but you have registered in the counseling you will be able to participate in the next rounds of the counseling.

It depends on the college in which you are taking admission.If that college provides fee reimbursement for that rank which you have secured than you can get some or may be full fee reimbursement.Talk with the admission department of the college which you want to take admission in.
