The cut off for 2019 for agriculture hasnt been announced yet. But according to last year it was around 4k. It may be somewhere around the same this year too. Keep trying. Wait for the announcement to made.

Yes, as you have NCC b certificate according to previous year cutoff rank for mechanical branch is 75k.so there is a high chance of getting a seat in this college in 1st round itself.
