I hope you are doing fine. Regarding 81.6736280 percentile, your CRL rank should be around 2 lakh. But you will be selected in NITs/IITs/IIITs by your category(SC) rank .Your category rank i.e. sc rank is little hard to predict because it depends on the no. of candidates participated

If this is regarding MBA Hospital Administration, according to the official information available at: https://www.andhrauniversity.edu.in/img/pdf/sde/courses-on-offer-fee-details.pdf , you should appear for AP ICET. To be eligible for this programme, you should have completed your Bachelor's degree in any discipline with 50%. It is 50% for General Category and 45% fro SC/ST.

Yes, you can apply for AP ICET being an other state Candidate too. But, as per the Eligibility criteria, you need to satisfy the local/ non-local status requirement stated by Andra Pradesh state counsil of higher education. You will get it on the official website.
