No you can't apply for pgecet as you have to write your percentage of btech in the application form definetly and if you have backlogs definetly you will not get a good percentage and you will be not eligible for applying too , so after your announcement of results only

AP pgecet is the annual entrance examination conducted by the andhara government for the m.tech admissions in the participating colleges in the state.for that,you no need to give and qualify through gate.you can directly give this exam for m.tech courses.
