I need you to elaborate the situation here because to the extent of my knowledge all they provide is the rank card and if provisional certificate is not been provided and it is part of the prerequisites then it would be something related to your Bachelor's degree.

The dates for the start of AP PGECET fee payment for GATE/GPAT candidates and AP PGECET candidates are 17th and 22nd of August respectively while the seat allotment is scheduled for 22nd of August and 5th September respectively so the fee you should pay your fees 2 days
As you ask about the payment for appgecet... so you can do it from their official website ...go there open the link and submit your fees
