I think it should work. But maybe both are required to claim fee reductions. Just go through the official website of AP PGECET. You can even contact them and ask in details. Are you having trouble in making income certificate? Or income is excceding the limit?

The original certificates are always returned by any authority. The original certificates will remain with you till entire life. 

In interviews also you need these documents , original ones, so no institution keeps the original certificate with them.
