As you mention your rank as a 71 in appgecet in EC paper and also your category as OC ....as your category is OC there will some difficulties  to get top colleges as your category also play important role.... but may you also get these colleges if you wait till last counselling...

But there are other top colleges which you can get easily with your rank ..

Congrats on your AP PGECET rank. Sadly yes, you need residence certificate during the Councelling. Resident certificate of either of your parents for a 10year period is required (excluding the period the parent worked outside of AP) for other state students.

If you did not receive the login id through sms fir pgecet counseling for gpat, then check your registered mail id. Sometimes they send a mail regarding login id too. If mail is also not sent then contact them by mailing in their mail id provided by them for contact.

As the appgecet is the examination for the master courses . The college for the appgecet will be start after the completion of all the counselling process of the appgecet .

The counselling will be starts within few weeks .after completion you can know your joining date

AP PGECET counselling is done in two rounds , round 1 and round 2. Round 1 is for GATE and GPAT qualified students. And round 2 is for AP PGCET qualified students. The counselling registration for round 1  usually begins much earlier than round 2. The counselling for round 1 has begun but for round 2 ,it will begin in the fourth week of july. And this is the reason why you are unable to register for AP PGCET counselling now.

Your rank is fine. Choice of branch is a big factor. However at this you may get other branches as eell but it's totally dependent upon you whether you're interested in which streams. No body could judge or guide your interest ao must follow qhat your heart desires so that you can focus on that.
