So your boards percentage are approximately 93-94%.
So 94*100/98 = 95.91 (Assuming toppers percentage to be 98)
Now 95.91 * 0.75 + 89 * 0.25 = 94.18
So this is your final score.
So at this score hopefully you can make through and get a seat.

If you are enquiring about NEET eligibility criteria for AP State Counselling, according to: https://medicine.careers360.com/articles/ap-mbbs-application-form , you should have resided in a local area for atleast 4 years. Now AP NEET State Counselling is categorised into AU,OU and SVU Categories. So you should have either studied in one local area for 4 consecutive years or should have studied in 2 local areas for a consecutive period of 7 years. The other way is if either of your parents lived in AP for a period of 10 years, you can claim AP Domicile criteria. You did mention that you studied in AP for 5 years. If you studied these 5 years in either OU,SVU or AU area, you are eligible for AP State Counselling.
There are two ways to get into Sastra University - Steam 1 that is Based on Jee main and 12th percentage and stream 2 that is totally based on 12th percentage. In stream 1, 75% weightage is given to your board marks and your board marks are quite good and 25% weightage is given to Jee Main score which is not good. Now stream 2 admission is totally based on 12th percentage and there is less chance for percentage below 95%. Through stream 1, you have less chances to get Civil.
