As per your AP EAMCET rank as an SC category candidate, chances are there you may be eligible to get a seat either in agriculture or veterinary science. Since the last year cutoff rank ranged from 10726 to 14520 for veterinary science and 12950 to 20819 for agriculture respectively. Since the counselling of AP EAMCET has started from 23rd October and will continue till 3rd of November through online mode. The seats will be allotted as per the merit and choices given by the candidates. if you've qualified the CET exam, you need to pay the counselling fees and submit the required documents for scrutinizing through online mode so as to participate in the admission and counselling process.

Last year's closing rank in the last round for BC-B category in CSE was 10395. And in the year 2018 ,closing rank in the last round for the same branch and category was 13608.
As you can see, cut offs may vary year to year depending on a number of factors like number of candidates giving the entrance exam, availability of seats, last year's cut off trends, difficulty level of the exam , etc. So, even if you have any chances then you might have to wait till the last round of counselling.

There are many new specializations that are getting associated with Computer Science and Engineering and these be Cyber Security, Data Scientist, Machine Learning Expert, Software Engineering, Testing and many more.
However, these are college specifics and all colleges do not offer these specializations and only offer the prime course only.
You can only get admission in the colleges of your state if you have only given your state level entrance exam or the colleges which accept these score.
So for that you need to search the colleges that accept EAMCET score and also have specialization courses. However, your rank seems to be not as apt to get a good Govt. college.

But i am sorry with 8931 rank the chances to get government seat in veterinary course is less.

You may try for agriculture and horticulture payments seats.
