For general category seats you have to get atleast 230–240 marks in JEE Mains Paper 2 inorder to get a good rank and get a good college.

In case you are having any reservation, then you may surely get any NITs or SPAs or other top government colleges

As per latest rules, people who have not taken biology as a core subject for two years (11th and 12th) are not eligible to give NEET. So no, you are not eligible but keep yourself updated in case the rule changes.
