The fee structure may vary from college to college. As fee in government colleges is cheaper than private colleges.

Your rank is not much good dear. So with this rank you can't get any government medical college. But you can get any private medical college. You know that this year cut-off marks is higher than previous year. So with counselling may be you can't get private medical college also but you can try it. But in management quota you can get seat very easily in private medical college.

For NTSE exam of Arunachal Pradesh student have to appear for their exam in 2020 in the month of November and 2021 in the month of June the the venue ofexam will be in Itanagar in chimpu 2.
There is no scope for appearing examination through School of Arunachal Pradesh
Only the students who have cleared class 9 examination with 60% marks and promoted to class 10 is eligible for appearing in the NTSE exam which is a national level exam.

Yes, you can participate in other state's neet counselling but your admission will not be done via state quota if you are not a resident of that state, instead it will be done on the basis of AI quota. 15% of seats are reserved under the all india quota and 85 % of seats are reserved under the state quota.

All the three institutes that you mention offer MBBS and other related PG courses. These are offered on the basis of marks scored in NEET examination conducted by NTA. So you have to write this examination and clear the cutoff marks on order to get admission.

Let me begin the comparison from IIIT Jabalpur,faculties are really good and friendly,most of them are Ph.D holders and quality of education is really good.Now coming to placements companies like TCS,Wipro,Bosch etc. with an average CTC of 6 LPA.
Coming to IIITDM Kancheepuram qualitty of education is at par with IIITDM Kancheepuram.Companies like L&T,Delloid,,TCS,Wipro recruit students with an average of 6-7 LPA.
Coming to NIT Manipur and NIT Arunachal Pradesh,the above two are better than these two. Average package of around 5LPA and 6 LPA.Placement percentage around 68.NIT Arunachal Pradesh doesn't have a proper infrastructure because they are using temporary campus.Faculties are good.
