You have to first wait for the merit list to be released then they have to take out the printout of the counselling form available on their official site and fill the required slots as per their requirement

Since you want to sit in Assam CEE the minimum 12 percentile required by them is same as other competetive exams required which is 50% for general and 45% for SC and 40% for ST.
Apart from that you must have cleared Maaths,Physics ,Chemistry and English
