i got 650 rnak in cee 2019 . do i have any chance to get electronics in AEC

So there are 315 in jorhat engineering college . It is one among the top 3 colleges linked to assam cee.Students who score more than 120 marks will definitely get admission into the top 3 engineering colleges in Assam . The cut-off for the year 2016 for general category was 105 and cut -offs in various  Government  engineering colleges were : 

Assam engineering college: 112

Jorhat engineering college : 105

Dibrugarh university: 106

The cut -off for the year 2017 to various engineering colleges were : 

Assam engineering college : 130

Jorhat engineering college: 120 

So u have cleared the cut-offs for cee but it is quite difficult to get into jorhat with a mark of 88 since the usual cut -off there varies between 100 and 120 . And also since you are general category without reservation benefits it would not be possible to get into jorhat with a rank of 2020.

Unfortunately you won't be getting Assam Engineering College (AEC) as its expected cutoff marks is 130 but yes you can try for Jorhat Engineering College (JEC) as its expected cutoff is around 105. Don't worry these are not the actual cutoff, these are expected cutoffs there may be some variation. 

Yes, according to your marks you can get cse or ece branch in assam engineering college in sc category. Cutoff for sc rank is around 70 marks and you are way ahead than it. So there is probably much chance of getting a seat in aec,guwahati according to your SC category.

Hey Injamul! You can check your result and cutoff list from the below link, as there is no single cutoff for Assam CEE as every college announce their cutoffs.

If you are selected for counselling you will get a call or notification, as they will communicate with you. If you are selected for counselling they will tell you what to do and what not to get admission in the particular college.
