Honestly in this percentile it is difficult to get NIT Silchar because the cut offs are higher. Even I consider your home state and sc category it would still be difficult.
If your luck favours and certain conditions like choices filled by the candidates, number of vacant seats in college, previous years cut offs and toughness of the paper.
So i would request you to kindly keep other colleges as a back up to your safety.

In order to get a seat in NITs, you need to score at least 9k - 10k SC rank, or 85 percentile as per past year trends.

Yes,you can change your college/uni from one university to other in 2nd year but the chances are really low try to score really good marks in your 1st year and also make sure you get a seat before going for another university and then proceed for further process, you'll need migration certificate and probably a NOC from the former university.
Yes, you are eligible to get admission into NITs in 2022.
This year they have scrapped the minimum 75% requirement due to the pandemic for 2022 admissions. However, this is a one-time measure and not a policy decision yet. Hence, if you have performed well in JEE Mains, you can get admission based on your rank to the institute of your choice.
