So if your family income will not exceed 8 lakh per annum will be eligible for getting OBC NCL certificate from a respective authority. Anyone can get OBC NCL certificate from sub divisional office or block development office and have to apply in scheduled form in the in the most related department with documents. After verification of these documents will be called for an interview and you have to produce the other proof for your support of getting OBC NCL certificate. After that you will get it from that respective department of the sub divisional office or block development office or from Panchayat office.

Criteria is that candidates must have passed Diploma in Engineering in any branch from a recognised College or University. Admission into B.Tech courses is based on entrance exam or merit obtained in qualifying exam. Entrance exams like TS ECET, Rajasthan LEEP, AP ECET, JEE Mains, JEE Advanced, UPSEE Lateral Entry Entrance exam, etc are considered by some Engineering Colleges.

IF you have completed your Diploma in Engineering after your 10th then you are eligible to go for any course of BTech through the later entry entrance. Through this examination, you will be provided admission directly to the 2nd year of the BTech. So yeah! if you have completed your Diploma then you can go for the BTech in Automobile Engineering.
The lateral entry examination is conducted by different states, so there are no all india examination for that, its a state level entrance.
