The eligibility criteria to appear for UPSC civil service exam includes
1) the person appearing for it be 21 years old at least.
2) the person appearing must have finished their graduation
3) the person appearing be an Indian citizen.
4) the person appearing fit the age bracket as prescribed. (The upper limit for general category being 35)
If you fit these criteria, you are indeed eligible to appear for the exam.
