As per the last cutoff, you need around 400 marks for veterinary and around 300+ for AYURVEDA in kerla even under OBC CATEGORY. So, your chance seem quite low.

I suppose so that you may be able to get ayurveda in a government institution. However, it will very much depend on the cut off this year and the level of competition and scores.

Well there is possibility for you to get admission govt. College. But you have to wait till 2nd counselling because in 1st counselling it's hard to get admission for you.
