It is not at all mandatory for students to participate in MBBS & BDS Counseling to be able to participate in Ayush counseling.
MBBS and BDS counseling and Ayush counseling are done by separate counseling Committees.
Medical Counseling committee or MCC is responsible for MBBS and BDS courses counseling.
AACCC is the Counselling Authority for 15% All India Quota Seats of Ayush Courses in all the Government Ayush Colleges of India .

Along with the Central counseling, there are authorities that conduct state ayush counseling for respective States.

Ayush UG counselling dates was expected in the second week of December 2021. However the Ayush UG counselling has not been started. It is expected that soon it will be released. Besides this, it is expected that second seat allotment list date will be in the first week of January 2022, reporting at the allotted college will be done in the same 1st week of January 2022. Mop up round registration for deemed, central universities, National Institutes will be done in the second week of January 2022. For more:

In order to apply for Ayush counseling one has to first visit the official website of AACCC, and then provide all the necessary information asked there. After the registration, they have to login through the neet roll number and the new password set. Then they will have to fill out the application form and pay a non-refundable fees. You can apply for AYUSH counselling in Karnataka, even if you do not have domicile status. Because all in all, there is a 15 % reservation for all India quota, to the students who wish to join in the other state universities in the counselling.

The All India Quota, AIQ Counseling for Various AYUSH COURSES had already begun. The 1st round of Counseling Began on 29 January 2022 and is scheduled to end tomorrow on 14 February 2022.
------- The Schedule of the 2 nd Round of All India Quota, AIQ AYUSH Counseling is as following -
• Registration & Payment - 18th February, 2022 to 22nd February, 2022 till 03:00 PM as per Server Time.

• Choice Filling/Locking - 19th February, 2022 to 22nd

Hope you are doing well. Yes obviously there are low chances for you to get government seat for veterinary with 361 marks. In obc category you need score 360- 400+ in 85% state quota.
Since you didn't mention the name of your state it is difficult to predict college.
Although getting government seat for veterinary depends upon various factors like number of students appeared in the exam, category, region, AIQ rank, state, state rank, etc.
