See as per the NEIPMD website, the course Diploma in Special Education of Visually Impaired needs just 10+2 with 50% marks. If you have this you can go for the course. For BA Economics Hons. the demand is very high, so you will need a good marks to pursue it. It's entirely dependent on your aim in life which course you will pursue. See as per the rules of UGC, you can't pursue two full time courses at the same time. So you have to complete you BA Economics either then start your Diploma or the vice versa. But both can't be carried on simultaneously.

Now if you are interested in the Special education then you can self educate yourself through online sources and other ways and after your completion of the BA you can pursue it.

ELIGIBILITY CRITERIA IS DIFFERENT FOR EACH COURSE BUT THE MINIMUM ELIGIBILITY CRITERIA IS THAT CANDIDATES MUST HAVE PASSED 10+2 WITH AN AGGREGATE OF 45%-60% IN SPECIFIC STREAM WITH A RECOGNIZED BOARD.
