Yes you can go for admission into political science courses even if you don't have political science in your class 12th.
The colleges which accepts admission on merit based on the percentage in class 12th like DELHI UNIVERSITY, they provide admission to students of other streams in arts stream.
There will surely be a deduction in your percentage as a penalty because you haven't studied political science and after the deduction if you met the cut off you will be given admission.

Via CUCET you can get admission to the central and state universities enlisted under CUCET. The application form of CUCET is yet to release. But there are many colleges/universities which offer admissions on the basis of 12th merit. Ofcourse you can pursue MA from JNU even if you've done BA back in 2017. The eligibility criteria for MA is completing graduation in any stream, educational qualification on 10+2+3 basis.
The syllabus for MA entrance varies from course to course. If you want to pursue MA in geography only, then the topics to be covered are Geomorphology, climatology, oceanography and biogeography, Human geography , economic geography, political geography, Population geography, human ecology and human settlements.
Regional geography of India- physiographic divisions, patterns and levels of development of agriculture and industries, growth of population,urbanization.
