Basically the eligibility criteria for MA Anthropology is passed bachelor's degree in any discipline from a recognized university, some universities might emphasize to have bachelor's degree in anthropology, but then universities like Pondicherry University or even IGNOU for that matter have no such restriction, so check out the eligibility

Yes you can do bachalor of arts ( BA) after completing your diploma in mechanical engineering. It's totally your choice. But you can't join there as a lateral entry. You have to starting from first there. You can only take admission as a lateral entry in BTech course.
