Every institute has its own well furnished library if you belong to dav college which is affiliated to bhu you can access library but you cant issue books if you have friend in bhu mains you can issue books on their card.
Bhu has different libraries for different departments so you can only use libraries of IIT BHU if you are enrolled in any course which comes under IITBHU.
