You should categorize your top preferences and apply for the councelling process accordingly.

Technically, there is no such thing as free seat, you would have to pay something as a down-payment for blocking a seat. This fees would be quite low and nominal though.

with a ranking of 30k, you won't be able to get any seat through JoSAA counselling.
You can try apply for state govt colleges offering B.arch programme.
Futher I suggest you to apply for any private B.arch institues too and apply for it if you have also appeared

With a rank of 4130 in JEE Mains paper 2 belonging to general category, there is a chance for you to get into a few NITs or GFTIs but very less chance for any of the SPAs. Few of those colleges may include NIT PATNA,
NIT RAIPUR, BIT

Colleges that take admissions purely based on JEE Mains Paper 2 score are very few. And they require a score more than 280 or a rank below 1000.
You can also apply for private universities like,
LPU, Phagwara,
Amity University, Greater Noida, etc with the JEE Mains Paper
