The cutoff for JMI,Delhi for b.arch varies with how many students attempted each year.
For instance, in 2017, it was 200+ for non muslim category and for last round it closed at 240 for non muslim category.

For someone scoring 140 your probable rank will be 47,130 - 51,130. The closing rank for most NITs offering B.Arch is less than 6000 which is around 210 marks.

According to last year's statistics, yes you can get admission in a nit or iiit. However, if you want CSE, IT, ECE or any such branches, you might not get top NITs but you can easily get yourself in the new ones.
