Yes, hostel facility is available for B.Des students of National Institute of Fashion Technology(NIFT), Delhi. Even All the campuses of NIFT provide hostel accommodations for the students especially girls. Wardens and doctors are available to take care of the students. Television and sports facilities are also available for them.

Basically cutoffs changes every year as it depends upon various factors. But in general we always try to take some idea from previous year cutoffs.
In your case if you consider previous year trends then i think with htis CMR it is almost impossible to get admission in Fashion Communication even in NIFT Kangra or Kannur.
Last year the closing ran was somewhere between 4220-4250.

NIFT will be best option for Bachelor's of Design. Scope is more as there will be more job option after UG course completion. if you pursue BSc then you have to do MSc to get better job options. After BSc , job options are available but it will make you more. it will all based on your luck.
NIFT is famous in india and get sponsorship from different organization. You will learn concepts and you can use them to show your skills. You can be innovative so that you can increase your market value.

As DY PATIL is a deemed university it has pretty higher fees, and BDes course costs around INR 20-25 lakhs. The hostel fees varies around 80,000 - 1,20,000 there including 5/6 times of meals. The infrastructure, education facilities everything are very innovative and modern.

UGC has mentioned that a student can pursue 2 courses at the same time, one being regular course and the other being through Distance Mode. Now if you are pursuing B.Des through Regular mode, your highest qualification will still be 12th and you can join BA through Distance mode on the basis of your 12th. So just to answer your question, while studying B.Des, you can also study BA through Distance mode.

To get admission in MIT in B.Des your daughter need to appear in Design Aptitude Test (DAT) conducted by the institute and to get admission in SID she has to appear in SEED entrance exam conducted by the institute and qualify in it. She cannot get admission in B.Des based on NIFT rank. NIFT rank can be used to get admission in any of NIFT campuses. You have not mentioned the category she belongs to but if 150 is her overall rank then she has decent chances of getting in NIFT in any of its campuses based on previous year cut off. And the campuses in which she may get admission are
