No it's hard to get a MBBS / BDS government seat .

You can apply for deemed universities or private colleges counselling & you may get a seat .

Their eligibility criteria state that it's not necessary to be a student of the state to apply. So yeah you can definitely apply for the GMCH without withdrawing candidature from Haryana.
